CDC stands for Complying Development Certificate. It is a combined planning and construction approval that a private certifier can issue without your project going to a full council Development Application. If your build ticks all the boxes in the rules, the certifier can sign it off directly.
The big appeal is speed and certainty. A CDC assessment typically takes about 10 to 20 business days. Because the criteria are clear and standardised, you know early whether you qualify, which makes planning your project much easier.
DA stands for Development Application. This is the traditional pathway, assessed by your local council rather than a private certifier. You use it when your site or your design does not meet the strict CDC criteria, for example on an unusual block, in a special overlay area, or where you want something outside the standard rules.
A DA gives more flexibility, but it generally takes longer and is less predictable than CDC, because council assesses each application on its merits. It is still a perfectly normal route, just a slower one.
The headline rule is block size. Most blocks of 450 square metres or more in a residential zone can be approved through CDC. On top of size, the granny flat itself has to comply with the NSW Housing SEPP 2021, including the maximum internal floor area of 60 square metres. Covered patios, verandahs and carports sit outside that 60sqm.
