What makes the Shire different

Sutherland Shire Council covers a big, leafy area from Cronulla and Caringbah through Sutherland, Engadine and out to the bushland edges near the Royal National Park. The blocks are often generous, which is great for a detached granny flat, but the terrain is varied.

Plenty of Shire blocks slope, sit on sandstone, or back onto bush. Those features are part of what makes the area beautiful, and they are also what makes each site a little different to build on. The starting point is always a proper look at your specific block.

Sloping and bushfire blocks

Two site factors come up again and again in the Shire. The first is slope. A sloping block can need extra site works, retaining or a stepped approach, which adds to cost and time compared with a flat lot.

The second is bushfire. Many bushland-edge properties carry a Bush Fire Attack Level, or BAL, rating. A higher BAL rating means specific construction requirements for things like windows, decks and external materials, which a certifier will assess as part of approval. None of this rules out a granny flat. It just means the design and the quote need to account for it from the start.

The third is sandstone, one of Sydney's two big cost multipliers along with how far services run to the sewer. Rock close to the surface makes excavation harder. A good site assessment flags all three early.

Costs in the Shire

Because of those site factors, the Shire can sit toward the premium end of Sydney pricing. Treat these as a guide, since the exact figure depends on your block and inclusions.

Approval in the Shire

Most granny flats are approved through a Complying Development Certificate, or CDC, assessed by a private certifier. Under the NSW Housing SEPP 2021, the maximum internal floor area is 60 square metres, and blocks of 450 square metres or more in a residential zone can usually use the CDC pathway, which typically takes about 10 to 20 business days.
