Bowral, Mittagong and Moss Vale

The area sits within the Wingecarribee Shire, taking in Bowral, Mittagong, Moss Vale, Berrima, Bundanoon and the smaller villages around them. Blocks here are often large, from comfortable town allotments in Bowral to multi-acre rural lots out toward Sutton Forest and Exeter.

That acreage is a gift for a secondary dwelling. There is usually plenty of room to place a granny flat away from the main house for privacy, set it to catch the sun, and keep a sense of separation that you rarely get on a tight Sydney block. It makes the Highlands one of the easier regions to design for.

The climate changes what you build

The Highlands sits at altitude, so winters are properly cold and frosts are common. That should shape the home you choose. Good insulation, quality glazing and the right heating turn a cold morning into a comfortable one, and they keep running costs down across the year.

Approvals in Wingecarribee Shire

Granny flat rules are set at the state level, so the same framework applies in the Highlands as across NSW. Under the NSW Housing SEPP 2021 a secondary dwelling can be up to 60 square metres of internal floor area, with covered patios, verandahs and carports outside that 60sqm.

Most residential blocks of 450 square metres or more can be approved through the Complying Development Certificate (CDC) pathway, assessed by a private certifier in roughly 10 to 20 business days, which skips a full council DA. Large rural or environmentally zoned lots sometimes sit outside the CDC criteria and go through a DA with Wingecarribee Shire Council instead. Our head office and display centre is at 1355 The Northern Road, Bringelly, a straightforward run down the highway to the Highlands. Because the home is built in our factory in about 8 weeks then installed on site in about 2 days, you avoid the long, weather-exposed build a cold-climate site would otherwise face.

On rural lots, keep in mind the two big regional cost multipliers: rock under the build, and how far services have to run if the connection point is some distance from the house. We factor both into a fixed quote.
