Why the Northern Beaches is different

The Northern Beaches Council covers a long, narrow strip from the harbour up to Palm Beach, and the housing stock is a real mix. You get post-war fibros on big blocks in Dee Why and Narrabeen, tightly packed cottages in Manly, and large bushland lots backing onto reserves in Bayview and Church Point.

That variety matters because a granny flat that drops easily onto a flat block in Cromer might need a lot more engineering on a steep site in Seaforth. Coastal land also carries a premium, so the rental and resale upside tends to be strong, which is why so many local owners look at a secondary dwelling.

Approvals on the Northern Beaches

The good news is that the rules for granny flats are set at the state level, not by each council. Under the NSW Housing SEPP 2021 a secondary dwelling can be up to 60 square metres of internal floor area, and covered patios, verandahs and carports sit outside that 60sqm.

Most residential blocks of 450 square metres or more can be approved through the Complying Development Certificate (CDC) pathway, which a private certifier assesses in roughly 10 to 20 business days. That bypasses a full council Development Application. Sloping sites and access

Two things slow Northern Beaches jobs down more than anywhere else: slope and access. A lot of the peninsula sits on sandstone, and rock is one of the two big cost multipliers in Sydney along with how far your services have to run to the sewer.

Access is the other one. Narrow streets in Manly, tight battle-axe driveways in Frenchs Forest, and overhead power lines can all affect how we get a module to your backyard. A base one or two-bedroom build runs roughly $110,000 to $150,000, or around $2,200 to $3,300 per square metre depending on spec.

On top of the build you should budget for site preparation ($3,000 to $10,000), service connections ($15,000 to $30,000), approval and certification ($5,000 to $11,000), and external works like a driveway and landscaping ($8,000 to $23,000).
