Approval in Greater Penrith

The rules are set at the state level. Under the NSW Housing SEPP 2021 a secondary dwelling can be up to 60 square metres of internal floor area, with covered patios, verandahs and carports outside that 60sqm.

Most residential blocks of 450 square metres or more can be approved through the Complying Development Certificate (CDC) pathway, assessed by a private certifier in roughly 10 to 20 business days, which avoids a full council DA. Large rural or specially zoned acreage may sit outside the CDC criteria and need a DA instead.
