Council Inspections During a Modular Build: What to Expect at Each Stage

A modular home is inspected at multiple stages across the build, by a certifier (private or council) and sometimes by the council itself. Each inspection is a gate; passing keeps the project moving. Here is what each inspection covers and how to keep your build on schedule in NSW for 2026.

Who Inspects What

Under NSW law, every residential build needs a Principal Certifying Authority (PCA): either your council or an accredited private certifier. The PCA inspects at key stages and issues the Occupation Certificate at the end.

For a Hi-Tech build, the factory work is QA-inspected during construction by Hi-Tech's own quality control team and any third-party inspections required for engineering certification. The PCA inspects work happening on your site.

Inspection Stages on Site

1. Pre-pour foundation inspection

Before concrete is poured, the certifier checks reinforcement, formwork, and footings against engineering plans. Most common cause of delay: reinforcement not exactly per plan. We provide foundation drawings to your concrete contractor.

2. Foundation completion

After pour and cure, the certifier verifies dimensions match plans. Modular home foundations must be dimensionally accurate; the certifier checks this carefully.

3. Underground services and stub-ups

Water, sewer, electrical conduit, all inspected before they are buried. Mistakes here cost real money to fix later.

4. Module installation

Once modules are placed and joined, the certifier inspects the join lines, bolt-downs, weather sealing, and structural connections.

5. Final on-site connections

Electrical and plumbing connection between modules and to mains services. Final inspection of these by certifier plus relevant authority (Sydney Water, power authority).

6. Occupation Certificate

Final certificate that the home is safe to occupy. Issued by the PCA after all inspections pass. Without this you cannot live in the home or transfer ownership.
